House Bill 1135 (Session Law Chapter No. 56) signed by governor March 26 becomes

Motor Vehicle Updates
FLORIDA
Florida offers a "complete" driving record that includes all convictions
a person has incurred, with no time limit. These records include deferred
adjudications, which are not available on the 3-year record.
OHIO
The Ohio Emissions Test Stations will not inspect an out-of-state registered
vehicle without the Lease Agreement or VIN Inspection. If the driver
already has OH plates the client can bring in his/her renewal card or a copy
of the OH title.
A VIN Inspection is required if a vehicle is moving into Ohio and has an out-of-state
title. New vehicles with an MSO are exempt from this inspection. The
original VIN Inspection certificate is required to title and license. It
is valid for 30 days. Questions can be called into the Title Section

PENNSYLVANIA
Vehicle searches can no longer be conducted with only the name and/or address. The
vehicle description or the plate number is now required.
WASHINGTON
Duplicate title fees have been increased to $19.00.
WISCONSIN
Emission tests are required on cars and trucks with a manufacturer's rating
of gross vehicle weight less than 10,000 pounds that are kept in the following
Wisconsin counties:
Kenosha
Milwaukee
Ozaukee
Racine
Sheboygan
Washington
Waukesha
Vehicles can be tested at any of the 12 vehicle inspection facilities located
in Sheboygan and throughout southeastern Wisconsin. For more information

1-800-242-7510 within WI or 1-414-266-1080. The required test is
free and is valid for 180 days. The DMV will accept a clear copy of the
emission inspection.
